Ministerial Modifications

On September 16, 2025, the County Board of Supervisors adopted a ministerial process for change of use projects and for minor changes to existing, approved and active discretionary entitlements that are consistent with the standards outlined in Sections 8111-6.1.1 and 8111-1.1.1(b) of the Non-Coastal Zoning Ordinance (NCZO),  and the conditions of approval of the related discretionary entitlement. This ministerial process is for those proposed changes that do not rise to the level of a discretionary Permit Adjustment or other type of discretionary modification.

Ministerial modification applications shall be submitted through the Citizen Access web portal. The portal can be accessed at: https://vcca.venturacounty.gov/citizenaccess/Default.aspx. Please refer to the Ministerial Permits webpage for details on how to submit an online application, which is the same process as Zoning Clearance applications.
