County of Ventura State-Mandated Annual Progress Report for the General Plan and Housing Element

Overview

State law requires the County of Ventura to publish an annual progress report on the status of its adopted General Plan and its progress in meeting its share of housing needs outlined in the Housing Element, by April 1st each year. This report is submitted to the California Governor’s Office of Land Use and Climate Innovation (LCI) and to the California Department of Housing and Community Development (HCD).
 

The Ventura County General Plan was adopted by the Board of Supervisors on September 15, 2020, with a planning horizon through 2040. Additionally, the Board adopted the 2021-2029 Housing Element, addressing the 6th Regional Housing Needs Assessment (RHNA) cycle, on October 12, 2021. The Housing Element was certified by HCD on December 22, 2021.

The State-Mandated Annual Progress Report provides an overview of the actions taken by the County during the previous calendar year to implement the programs in the 2040 General Plan and to address regional housing needs during each RHNA cycle.

Note: The 2022 State-Mandated Annual Progress Report covered the County’s progress during the first year of the 2021-2029 Housing Element (6th RHNA cycle).
